There has been a long-running debate about the legalisation of cannabis for medical use. This issue has been considered extensively by Ministers, with whom I have corresponded over a number of years.
The classification of cannabis as an illegal drug has also been repeatedly considered by the Advisory Committee.
In addition, new drugs, solely useable for medicinal purposes but based on cannabinoids, are being introduced gradually.
Under these circumstances, I believe that the risk of legalisation for particular prescribed uses would outweigh the potential advantages because there would be strong pressure on GPs to prescribe cannabis for those wishing to use it for recreational purposes.
Accordingly, I cannot support this campaign.
